[WEEKLY FOCUS] Putin's visit to Pyongyang: What the new pact between Russia, N. Korea could mean
푸틴 24년만에 방북… 북중 관계는 이상기류?
This week has been a busy one of diplomacy on the Korean Peninsula.
Putin paid a visit to North Korea, for the first time in 24 years, and agreed to provide military assistance to each other, if one faces armed aggression.
Meanwhile, here in Seoul, senior officials from China met with South Korean officials this week.
For more on the significance of Putin's visit and what China's actions may signify, we have our foreign affairs correspondent Bae Eun-ji in the studio.

So Putin visited North Korea for the first time in more than 20 years. What was discussed in the meeting?
Putin touched down in Pyongyang at around 2:30 AM on Wednesday morning, greeted by Kim Jong-un.
The Russian leader was met with a welcome ceremony at Pyongyang's main square, with tens of thousands of North Koreans cheering, and chanting "welcome Putin."
The two leaders were then seen riding off, shoulder to shoulder in an open-top limousine, as they smiled and waved to the crowds.
After they sat down for their summit, Putin thanked North Korea for its consistent support for Russian policies, including on Ukraine.
Kim expressed the regime's full support and solidarity with Russia, in conducting military operations in Ukraine.
"North Korea expresses full support for the Russian government’s special military operation in Ukraine to protect its sovereignty, interests, and the stability of its territory."
"Last year, as a result of your visit to Russia, we made significant progress in the building of our relations. Today, a new fundamental document has been prepared that will outline the basis of our relations for the long term."
As we just heard in Putin's comments, they signed a new agreement that could ramp up ties to a "new level."
That's right.
The two leaders signed a new deal "the Comprehensive Strategic Partnership Agreement" that elevates their military cooperation.
According to the North's state-run media, Article 4 states that if one of the countries is placed in a state of war due to an armed invasion, the other must deploy "all means at its disposal without delay" to provide military and other assistance.
But there are mixed views, as to whether this can be regarded as an establishment of a security alliance.
One expert says there is no doubt this is the case.
"An alliance means there is a common enemy and because they've agreed to provide military assistance in the event of an emergency, we can say that they have established an alliance. Without a doubt, the Comprehensive Strategic Partnership Agreement symbolizes a military and security alliance."
On the other hand, another expert says North Korea's goal is to make it "seem" like Pyongyang and Moscow are reviving their military alliance.
In 1961, North Korea and the former Soviet Union signed a treaty of friendship and mutual assistance, but this was scrapped five years later.
It included a provision for automatic military intervention, identical to that of Article 4 of the agreement signed this week.
"One thing we need to pay attention to is whether the context is the same. In 1961, the two countries had a military alliance heading in the same direction as socialist countries. The current relationship between Russia and North Korea, however, is a comprehensive strategic partnership. So the degree of military intervention cannot be the same. There's a limit to seeing this as a revival of the military alliance just because the phrases are the same."
And while Putin headed to Pyongyang, officials from South Korea and China held high-level talks, here in Seoul.
That's right.
Earlier this week, Xin Changxing, the Communist Party Secretary of Jiangsu Province, met with South Korea's trade minister and businesspeople, during his two-day visit.
The reason this is so significant is because Jiangsu Province, located on the east coast of China, has the second-largest economy, among provincial governments in the country.
It also has close trade and investment ties with South Korea.
Separately, the day before that, foreign and defense officials from South Korea and China sat down for high-level talks.
During the meeting, South Korea expressed concerns over Putin's visit to Pyongyang, highlighting that this should not lead to stronger military cooperation between Russia and North Korea.
It once again asked China to play a constructive role, in order to achieve denuclearization...

With Trump in office, S Korea must develop its own nuclear weapons and nuclear submarines and must not rely on the US. It's better to do it now than later.
